Merged with the Central Enforcement Department (CED) in April 2020, the Fire Safety and Shelter Department (FSSD) comes under the umbrella of the Fire Safety Department (FSD).
The Fire Safety and Shelter Department (FSD) administers the Fire Safety Act for Commissioner of the Singapore Civil Defence Force. Fire safety plan approvals and issuance of the Fire Safety Certificate are performed by FSSD. The Code Of Practice for Fire Precautions in Buildings 2018, known as the Fire Code 2018 in short, is the primary code for designing fire safety provisions in buildings.
SCDF and Building and Construction Authority (BCA) co-regulate Civil Defence (CD) shelters in Singapore. In SCDF, the Volunteer & Community Partnership Department (VCPD) processes applications for shelter waivers and inspects CD shelters.
